Paul E. Fearer

Portrait of Diana S. DooleyPaul E. Fearer was appointed by John A. Perez, Speaker of the Assembly, to the California Health Benefit Exchange Board in March 2011, and was reappointed in 2017 to serve until January 2021.

Mr. Fearer was Senior Executive Vice President and Director of Human Resources of UnionBanCal Corporation and its primary subsidiary, Union Bank N.A. He assumed the position in 1996 and was responsible for benefits, compensation, employee relations, affirmative action, staffing, talent management, and corporate training and development.

Mr. Fearer served on the bank's Executive Management Committee, Union Bank's primary policy-making body. He retired from Union Bank in September 2012. Prior to joining Union Bank in 1990, Mr. Fearer spent 14 years in human resources at Stanford University, including serving as Deputy Director of Human Resources Services.

Mr. Fearer chaired the Board of Directors of the Pacific Business Group on Health (PBGH) from 1997 to 2012. PBGH, an organization of approximately three dozen large employers, is committed to improving the quality and efficiency of the health care delivery system in the western states, as well as moderating price increases for employers and employees. He also served from 2000 to 2007 as chair and board member of PacAdvantage, a small business health benefit exchange and subsidiary of PBGH.

In addition, from 2003 to 2012, Mr. Fearer chaired the Executive Committee of the Financial Services Group, an employer organization affiliated with The Wharton School's Center for Human Resources.

Mr. Fearer received his bachelor's degree from Massachusetts Institute of Technology and did graduate studies at Stanford University.
